I dont have any lower filters listed. I have a Toshiba laptop and had to delete the Toshiba Recovery Disk Creator.

Tried the registry fix first, luckily I took your advice and backed it up before doing anything. Finally I deleted the Toshiba media recovery creating program and it worked! I had no upper or lower filter entries so deleted all entries under the designated key except default which would not delete.
