Deleting the registry files upper and lower did it for me! Pesky AnyDVD after uninstall was the culprit! I tried removing the upper and lower filters in the registry, I tried the some Youtube ATAPI registry fix, I tried adding an external DVD, nothing worked. I, like many users here, have a Toshiba satellite (L450)and also deleted the Toshiba Recovery Disk Creator (which seems to have worked for some) but the same problem remains. Finally I deleted the Toshiba media recovery creating program and it worked! Tried before everything I found, all Dell solutions and everything was useless. So easy to follow, got to step 2 and BAM!
