for some reason it wasn't letting me view any certificates in explorer since i changed this setting i have been able to install all my programs without a problem including activex

i had multiple crypt. Run chkdsk or scandisk on your Windows drives. I searched this log until the most recent section where it was freezing up. When I logged in this evening, I had the same error regarding the missing file "d3dx9_31.dll" that so many others are reporting here.
